State-Level Designations

Rural Local Governance (Panchayati Raj System)

Governed under the U.P. Panchayat Raj Act, 1947 and the Kshettra Panchayats and Zila Panchayats Adhiniyam, 1961, the rural structure uses a three-tier setup.

  1. Gram Panchayat (Village Level), headed by an elected Pradhan (Sarpanch). This is the executive body for a village or cluster of villages.
  2. Kshettra Panchayat / Panchayat Samiti (Block Level), headed by a Pramukh. It connects village panchayats at the development block level.
  3. Zila Panchayat / Zilla Parishad (District Level), headed by an elected Adhyaksha (Chairperson). This is the top rural tier overseeing district-wide development.

Urban Local Governance (Municipalities)

Governed by the U.P. Municipalities Act, 1916 and the U.P. Municipal Corporation Act, 1959, urban governance is split by population size.

  1. Nagar Panchayat (Town Level), formed for transitional areas moving from rural to urban. Headed by a Chairman.
  2. Nagar Palika Parishad (Municipal Council), formed for small cities and towns. Headed by a President / Chairman.
  3. Nagar Nigam (Municipal Corporation), formed for major metropolitan cities (like Lucknow, Kanpur, and Varanasi). Headed by a Mayor (Mahapour) and managed administratively by a Municipal Commissioner.
